Origin and purpose of cast iron bell

Anyone know anything about this antique bell? It's about 8 inches tall. Seems a little heavy for a cow bell. I can't find a similar example.

Could it be a dinner bell? Or an alarm bell? I don't see the clapper. Does it have a loop for a cord?
