Need Help Identifying War Era Hat and Patch

I did research UPA, and understand what it was, however, the blue hat's patch shows I.P.A. with the number 320 below.  I only have a guess from my reading what the 320 could possibly mean.  Can anyone help me identify the 320 portion.  Also, if anyone knows a good asking price, it would be helpful.  Thank you very much - Deb  Sorry if this question posted twice.

Thanks for your time. I tried and searched many avenues, but could not find a patch with similar image? Thanks again, maxine*j. My hope is for @r2a2t2_2 to come along, too! I see 35+ views, but no one has responded. It's a puzzler for me.

When you say you researched UPA, what organisation are you referring to?

Ukrainian Insurgent Army - ? It could be UPR, and not UPA? My research is only a search on the net - I am not an expert by any means. Thanks for any possible help.

No, you can rule them out. I thought that was maybe what you had in mind, as it dominates internet searches, but nothing about your patch corresponds to the Ukrainian Insurgent Army. I'm not an expert either, but I'm certain it isn't them.

You're correct:  Definitely not UPA, the paramilitary wing of the Organization of Ukrainian Nationalists.

I'm not sure it's military at all. 

I'm not sure if the letters are UPA or UPR (or if they're in the Latin alphabet at all, although I believe they are).

Whatever it is, military or civilian, the stylized crown above the letters should be a clue as to which countries it could be from.

Thanks to all for your help.  I'm halfway there .... A local has determined the hat to be a fraternal organization for military (most likely local).  I am located in Northwest Indiana (near Chicago Area).  I will be taking the hat on a local tour over the next few months to try to determine the local organization.  Again, a big thank you to the community for your help.
