What mark?

The number may be the pattern or maybe an Id number of the worker. The squiggle also may be such.

Who make the stuff, I doubt you can tell or find out. You might be able to ID the pattern.

We always called that a "tea bowl," like these:

Of course, it might also be used a soup cup or a custard cup, or to serve most anything.
