19th cent Victorian, applied decals. Does not really matter who made it as this type of porcelain doesn't seem to do well anymore. Was probably part of a set. Search victorian porcelain pitcher.

Could be. Let's meet in the middle at semi-porcelain which is marked on these sometimes. Without a pic of the base, all I can do is guess.
