It's a 19th C. portrait on porcelain of the artist, Peter Paul Rubens made after said artist 1623 self portrait.
The artist who made your porcelain portrait in the 19th C. (July 1877) monogram initials (SN or NS) are inscribed verso, but I have not been able to ID who he/she might be.
