Can someone explain me, what is the "Apparent/Net" Grade Designation in paper money category?

in simple terms, "apparent" is what the note would grade if it didn't have problems... "net" is what the grader thinks the grade drops to taking the problems into account...
it seems like PCGS uses apparent and PMG uses net for problem notes...
