Seller refusing to ship because of managed payments holding

I won an auction by bid, seller messaged on 3rd day of auction end informing me that he will not ship until eBay releases funds to his account. As I understand it, some sellers have holds on their sales until item is delivered or feedback is left or x amount of days.
I replied back informing seller to ship and that his money would be released when I leave feedback upon receipt of item, but no word back from him, so, what options do I have?
