Buyer claims graphics card he bought is not working

Hi,

I recently sold a graphics card on eBay. It worked perfectly for me but my (2 feedback) buyer is claiming to not get any signal from the card. He's been asking me for help and I've been trying to - he seems not to be very computer literate... I don't know how to proceed with the buyer. I am 100% sure the card was in working condition when I sold it and I shipped it with all the original secure packaging. 

Do I issue a refund?

I offered a refund but luckily he managed to get some help from a friend to setup the graphics card, so all is well!
