I have an item to ship but the buyer selected USPS Parcel  Select.    Are we allowed to use that method in eBay. ?   I thought that was only for big time shippers -- thousands of packages or since it is being shipped thru eBay are we ok to use that method.   I did not have this as one of my options for shipping.

Anyone who buys postage online can use parcel select.  You don't even have to be a seller - anyone can open an account with a postage provider like pirateship.com and buy parcel select postage.

 I did not have this as one of my options for shipping.

You are listing with USPS Retail Ground as one of your shipping options - but Retail labels can only be purchased at your post office, not online ("retail").

If your buyer is choosing that option, then eBay must be defaulting to USPS Parcel Select instead on the label page (?).

Why don't you list with Parcel Select instead, although keep in mind that it does not include any insurance.

A buyer can only choose from the shipping options you add to the listing.

The candy dish had USPS Retail Ground as an option which can only be bought at the PO counter.
