seller fraud

Just received call from USPS, seller fraudulently posted tracking number using what the postal service called an RSS , which will report that the item is in the hands of the post office, but it in fact is not!! I want to inform EBAY of this fraudulent buyer but cannot find a place to do so! Now I am out a bunch of money too!!
