relisted item with higher ship fee

Currently high bidder on a stereo shelf system, 35.00, ship fee calculated to me at 27.03. Was curious on completed identical items,  saw that the seller relisted this item and the ship fee was caculated 4.00 cheaper to send to me, not a huge deal, but when I contacted seller, was told this:

4 bucks isn't alot, but the excuse was lame in my opinion and has left a bad impression with me and wanting to retract my bid, but, can I?
