refund issue errors.

Hello I have recently sold an item through ebay but the buyer asked for a refund because he never received the item. I attempted to issue the refund but everytime there was an error that the refund issue could not be completed and i should go to my paypal account. My paypal account faulsely displayed an error that I didn't have adequate funds to refund the buyer and that i should add more funds. I later sent a message to paypal's customer support and informed them about my issue. After that i sent a message to ebay through the dispute center about the problem. Finally paypal informs me that they have sold the problem and fully refunded the buyer. After that I receive another message from ebay that they have solved the issue and also fully refunded the buyer and that I should pay Reimbursement fee to ebay (the full amount). I faulsely paid the Reimbursement fee to ebay because I haven't realised that I have refunded the buyer twice. After I have checked my transaction activity on paypal and realised the mistake I appealed the case on ebay but the only thing they is to send me this message

We issued a refund of GBP 14.00 on Aug 13, 2015 to croft_ua. As described in the eBay Money Back Guarantee program, the refund includes the purchase price, plus original shipping. When we refunded the buyer for this case, we charged your preferred reimbursement payment method. Any amount that we were unable to collect from your preferred reimbursement payment method has now been added to your invoice (as shown below).
