I have such a problem. It is about buying a coin when the buyer lives in an EU country. Ebay charged and collected VAT on me when I bought the coin. Neither the seller nor eBay included the VAT invoice with the IOSS number in the package. The tax office collected VAT from me again because there was no invoice with the sender's IOSS number.
Who invoices and provides IOSS number, vendor or ebay number?
The seller knows nothing and sends me back to ebay. Ebay is not responding. What to do when ebay adds VAT, if it does not issue the appropriate documents?

Thank you for your help. Apparently, however, ebay did not transfer the collected amount to the relevant tax authorities because the tax office in the EU collected the tax on me again. In addition, ebay does not comply with EU requirements as it does not list the number in the IOSS system. There is no chance of avoiding double taxation in this way. There is something wrong with the ebay handling.
