new buyer restriction

I have a buyer who is a new buyer and says she was prevented from buying my camera because eBay says I have restriction against new buyers.  Not true as far as I know.

There isn't any setting where a seller can block a new buyer from buying.

Ebay might have blocked them?

There is no setting to block new buyers.

Maybe she was blocked because she has unpaid items or she needs to pay for items she already won.

If she called eBay to find out why she was blocked there's  no telling what they told her.
