minimum seller performance standards

According to eBay "If your account doesn't meet our minimum seller performance standards for the US at the time of sale, there will be an additional 4 percentage points fee on the standard final value fees at the time the item sells. You can go to your Seller Dashboard to check your current seller level for the US region."  When I go to my Seller Dashboard there is nothig about seller performance standards and there is this statement "Start selling again on eBay to see your Seller Dashboard!"  I just listed 9 items and I still do not see the Seller Dashboard.  So does this mean I  loose the Seller Dashboard because I have not sold anything for a while and will be penalize the extra 4%?  How many transactions are you penalized for?
