insertion fees for stores

I decided to open a store because I was listing more and more items. I thought when I did that, I would get more free insertion fee listings, however this does not seem to be the case. I see where some categories are excluded, so my assumption is the one thing I sell, yarn, is part of the excluded? Although I don't see it on the exclusion list, I don't see Crafts on the included list either. If I try to do a listing, it comes up with a .25 fee. I'm confused on the different articles. Do you get that .25 refunded if it sells? Do you pay the .25 again if it renews? If crafts aren't included in the free listings, then I am better off not having a store. I don't sell enough big ticket items to justify the expense. Can someone clarify?? Thank you!
