how to issue a partial refund?

I had a buyer purchase 2 items from me separately. I offer combined shipping and will usually send an invoice when they are finished shopping. I had a buyer purchase 2 items from me and they paid for each separately and didnt wait for the invoice. Ive had this happen in the past and I could go to my sold items and in the drop down menu I had the option to issue a refund. This is option is gone now. So how do I voluntarily issue partial refunds now? Because from what I can find it seems like the only way to issue any refunds now is if the buyer requests a return.
