how to contact ebay via e-mail (and not call)

I have a problem with the seller in Germany (some nanostore100 from Germany). I returned the package (a jacket I bought and which he described very badly)  there is evidence that the package was taken (number of shipment).  Ebay keeps it in transit.
The salesperson still does not return the money or responds.
I'm poorly using English and I would definitely contact ebay via email for translation on the Internet.
