how do i upload a document to support a case which is closed

i have a parcel not delivered but the courier had a signature (not men) and so says parcel was delivered. when in fact no one was at home.

i am still waiting for the report from courier investigation. and about to file police incident report

how do i upload this to eBay when the case was closed by eBay who took the original tracking as evidence of delivery? 

I had a second parcel with the same problem eBay kept that case open and sent me links to upload documents and  information re police report. that parcel was investigated and redelivered. however I think the link to upload documents would relate to that second recovered one.
