how do i start a case against ebay violating their own policies

i bought a item with my credit card, the item was sent back to seller for not having correct shipping address ie. they forgot to put on the apt #. i did a refund for not receiving item. the seller approved and sent refund , the refund did not go back to my original method of payment but went to my pal balance , that is a huge problem for me, isnt ebays policy that refunds go back to original payment source?
