high fees when not even using ebay

An ebay employee (salesperson) CALLED me months ago and told me that it would be better for my particular shop if I switched over to another type of seller's agreement. I never agreed and told him I'd think about it. They have been billing me anyway. Now, I'm being billed over $15. a month even though I haven't used ebay for selling anything lately.

Has anybody else experienced this problem?
