eBay allows sellers to send offers to users that have added an item to a cart or a watch list, or who have viewed an item more than once -- or possibly once for a long enough period of time.
Sellers do not know who those offers are going to or why the offers can be made; they just know that eBay says an offer can be made.
If you do not want to receive any offers you can opt out in your Communication Preferences. But you cannot pick and choose which offers you receive -- it is all or nothing.
Viewing some promoted listings may also result in offers. Those may not be something you can opt out of, however.
