The feedback revision link would go to your Buyer asking them to revise their negative to either a neutral or positive. Have you been in touch with the Buyer? Have they agreed to revise the feedback?
If you have been in contact with them and they agreed to the change, if the link to send them is not working you could go to Help and Contact on eBay and ask for a call back. They might be able to see if it's a glitch or what might be happening.
