ebay gives international buyers discount on shipping.

Hi, for some reason, ebay decides to give international buyers discount on shipping. This has happened a couple of times, I don't have any kind of shipping discount activated. Ebay never asked me to do it. The ammount charged to the customer for S&H is way lower than the actual shipping price. 

Why is this happening?

The only options I have are: 

a) contact the buyer and ask them to pay the extra bucks needed for shipping. Bothering them and looking unprofessional.

b) ship it anyway and lose money

c) cancel the order and lose points on your seller ratings

It's a lose-lose-lose situation.

If this will be a common thing, I won't be offering international shipping for any of my items.
