ebay fees on sellers shipping cost

I think it is unfair that ebay charges sellers a fee for shipping cost. I understand some sellers were charging a small amount for a product and large amounts for shipping at one time, but when a seller pays for shipping through PayPal ebay knows how much the actual shipping cost is and should not charge a fee if the actual shipping cost is within reasonable limits. What are your feelings and how do we get this changed? Thanks.
