eBay programming issues

#1 eBay is allowing restricted countries to bid and win auctions, I have certain places excluded on my exclusions list in site preferences but that country isn’t excluded in listing, guess where the winning bidder is from?  Yep, the excluded country. Not a high priced item thankfully but why is this happening, just checked my other listings, same issue. #2 Also, can’t move pics around or do any modifications once listed,  ids or no bids, can’t reply to questions and post to listing either, why?#3 ebay has free shipping pre-checked, I don’t offer free shipping, this is another known issue, why?
