eBay message says I can list 50 items for free but bulk listing tool charges $.30

In my eBay message center there's a message saying I can list up to 50 items for free between Sep 1 and Oct 1. When I relist unsold items individually, in fact, there is no charge, but if I use the bulk selling tool I'm charged $.30 each. Is there a reason for this, and a way around it? I have at least 50 unsold items and would like to relist them for free but don't particularly want to submit them individually.
