eBay authenticator question

I have been selling cards on eBay for awhile, just sold an item, that clearly has a Chinese buyer but American shipping address, which whatever, that part is fine.  The question is, the authenticator I am supposed to send it to is also a Chinese name and has FECAR next to his name.  I have never had such an acronym by the authenticator name.  Does anyone have any ideas what that stands for?  I only question because I had over 10 different people from China send offers for this card, and ever time I would accept, their payment wouldn't go through.  It really makes me think that there is something going on with that, either using fake or stolen credit cards, or even some counterfeit ring.

@cclaw_65   Is the address in Illinois?      That is the eBay International Shipping Program address.  There will be a code on the label that ties you and the buyer to the sale.

YOU are not shipping internationally, eBay is. You are enrolled in the eBay International Shipping Program which allows you to reach buyers around the world with ZERO risk to you. I wish that domestic shipments had this same great seller protection.

You just ship to the US forwarding center in Illinois or CA, the address will be on the label when you print it with a code that ties the sale to you and the buyer.

Once the item reaches the US forwarding location safely your job as a seller is done. If a buyer files a refund request for ANY reason the refund comes from eBay and you keep the sale. I wish that eBay had this awesome of seller protections for domestic sales!

No, the buyer has a Delaware address.  I have found that all of the Chinese buyers that sent offers, all had either Delaware or Oregon mailing address, which is weird on its self.  I trust the eBay authenticator process, just find it weird with that FECAR acronym, never happened before.  Just don't want to get caught up in some type of scam.  The authenticator is in Jersey City

@cclaw_65.  If it's shipping directly to Delaware then it won't be authenticated.    

Also reshipping voids the eBay Money Back Guarantee.  Once the item is safely delivered to Delaware then your job as a seller is done.   

I recommend requiring a signature on delivery.   This way you'll get a scan.   Otherwise the packages are delivered to the freight forwarding company on a pallet and may not receive the important delivery confirmation scan.
