eBay Holding Funds for first time / Not giving a good reason.

I've been on eBay since maybe 2013 or so. When I first started selling they held my funds, & I understood why. Now, I've been selling moderately. I'm not an eBay store, I just sell clothes/video games/etc. Now for no reason they're holding my funds. I got no email for an explanation. I called and asked and they said that I have to sell more than 25 items a month, & reach $250 for a milestone. I have done that already, the amount of money made on the account was like $950, but they're telling me I need to do these 2 things. & Like I said, I am not an avid seller, so how am I expected to all of a sudden sell 25 items a month? This was the reason given to me. I'm a little angry since I also have 100% positive feedback and they choose to do this out of nowhere.
