damaged package

i recieved an item i bought on ebay  the bubble wrapped envelope was so damaged the items were gone ,not in the mailer. the mailer has a sealed usps clear larger bag on it. the message from usps says that this item arrived in the us empty. the package is so damaged its hard to read. so basically i have no idea what item it was i do know its from china. is there any special of reading what little info i got left on the mailer bubble wrap envelope? the info left is in chinese. what to do????
