combined shipping

Thank you for reading. This happened to me. A buyer purchased 2 items, two separate transactions. I combined shipping and told him so. I refunded excess shipping. Next he claimed he got one and not the other. He filed for one item on ebay, the other in paypal. The transaction tracking number was purchased on ebay and showed delivered. He insisted on refund on one item through ebay. Then the 2nd item was retracted in paypal. Paypal gave his retraction and I refunded in ebay. Buyer got two items for free. All links to to contact ebay wont work to report this update. I am out around 25.$ or so. The buyer told me I should have folowed the rules and not combined shipping!! Please advise. Should I never combine shipping??? Why cant I seem to contact ebay???Thank you.
