cannot find the drop down menu to issue a refund

I want to issue a refund to an international buyer from New Zealand.  He paid for a listing which I did not have noted for international shipping and do not wish to pay for the high shipping rate.  I also tried to contact the buyer and can't even do that.  Where do I go in the menu to contact the buyer?

In Seller Hub, next to the transaction in your sold items list, select Cancel from the Action dropdown. When you cancel the transaction, select Problem with buyer's address. The cancellation will refund the buyer.
