can't find where to do custom orders

I can't seem to find a link that will allow me to take a custom order

Do you want a "personalization" option for your listings?

A) In some categories, you can offer a personalization option for your item.

For personalized items, buyers have a free text field directly above the Buy It Now button where they can enter the information about the desired personalization.

Here's how:

1) When you create your listing, go to “Optional item features” <--- This is near the end of item specifics

2) Pick “Personalize” = "Yes"

3) Enter a title for your customers to understand the information you want or need
You could say something like: "Enter Name Here".

- This tells the buyer what you need, in order to be able to personalize the item. Keep it short and clear. You can use up to 200 characters.

TIP: If you do not see "Optional Item Features" either:
i) Your category does not allow a Personalization box, OR
ii) You are listing on the App or the "Quick Listing Tool" (with the ⚙ gear in the upper right)

The item is not personalized. The customer wants to purchase an item in a  quantity that exceeds what I have in stock by a lot. Need to do like a custom order just for her quantity because I need extended delivery schedule.

Ok. eBay doesn't have a custom order feature. What you should do is

1) Create a new listing for this buyer with the specific items and description

2) Set the handling time for that listing to the amount of time you need (from 1 day to 40 days)
