Foreign sellers. 2nd seller sends completely wrong item and does the same thing offers 5 on for a refund then completely disregards the full refund request and comes up 2 $ at a time offering up to half your amount paid. This is a great scam to make a lot of cash of ebay customers. What do I do about this scam, other than buy from inside us only. who do I report them to?
