acount restrictions - says i can list 1600 items this month-listed 20 says i used my months worth

when ebay switched over to the new platform I lost my seller status and went below standard.  It is the first day this month - it says I can list 1600+ this month - I have only listed about 20 items and it is saying i reached my monthly limit- that I have used all 1600+  of my listing for this month - I am on phone waiting waiting waiting for someone to answer and help me get this straightened out - what can I do - how do ai ge tthem to answer phone?
