Return Detail page says "Most sellers will resolve your request quickly but if you have not agreed on a solution then you can ask us to step in and help from Sep 23, 2015."

Today is 09/24/2014 and the Return Detail page now has the button "Ask us to step in and help"

 

BUT when I click on the button and fill our the required information, all I get is "You are not authorized to perform this action at this time."

 

I have jumped through all the online hoops that eBay sets up for a buyer but the system simply doesn't work so I called "Customer Service"

 

Get a young lady who speaks barely understandable heavily accented English, and I explain the problem.  She says she has to transfer me to another department.  I wait on hold for over ten minutes then the same lady comes back to say that she has typed in all the details and will now transfer me.  I wait on hold again.

 

This time I get another young lady who speaks slightly less accented English, and I have to go through the whole process of proving I am who I say I am and repeating the entire explanation of exactly what the problem is.  She tells me that they have a problem with the system (no surprise to me!) and that she will handle escalating the case.  She also tells me that since the seller is in China, she will have to contact the seller to see if they will provide a return shipping label, and that I have to wait 5 more days to see if the seller provides a return shipping label (she has to COUNT the five days to figure out that five days from September 24 is September 29) then she tells me that if I don't receive a shipping label by September 30, I can call back in to ask for a refund.

 

So now I am required to sit for another week waiting to see if the seller in China wants to spend more for US postage than the entire cost of the item.
