I offer buyers USPS Retail Ground for shipping and they select it. When I try to print the label from eBay it defaults to USPS priority mail envelope label- giving me the wring shipping method and price. AND USPS retail ground doesn't even appear on the list of options.

Retail means you plan to pay at the post office - that is the usps retail location. Parcel select is the equivalent online service, but you can't print a label for that service either.
You can print a parcel select label through paypal and enter the tracking # into eBay. Or use a free service like pirateship.com that can import the address, and then send the tracking # back to eBay.
Why they default to a flat rate envelope is a good question. They should default to priority by weight. They should also tell you that a label can not be printed for the service you used on your listing. They should also tell you that when you select it while listing. That's my thoughts, which don't count for much 😁

USPS Retail Ground can only be purchased at the PO counter, you can't buy it online.

Thank you! where it gets really confusing is when I manually change the shipping method to one where I CAN print a label from eBay-the tracking info on my end- and probably the buyers end- shows USPS retail ground when it was sent another method. The tracking # is correct though.

Well that's odd.
