Why doesn't e-Bay enforce buyers to read descriptions

This has become an on going problem for me. Spend time writing a description with BOLD letters in the description "we do NOT ship this item pick up only" and people buy asking when will they get it. Then you clearly state what years make and models an item will fit and they buy it hoping it will fit something else. Then open a not as described item. Reason being it won't work. An alternator for a 99 Chevy won't fit on an 86 Firebird just because they are both General Motors, but e-Bay automatically opens a return with me paying shipping both ways.  The Free Local Pick Up messes a lot of people up, it needs to be Local Pick Up only. Get rid of the word free it confuses people.  I have people buy parts all the time to try and fix their car, then return it stating it won't work (Not as described, defective), I pay to get it back, relist it and sell it to someone else that leaves a positive feedback about a good item. Come on e-Bay fix these problems, us sellers count also. Without buyers sellers won't have customers, without sellers buyers have no reason to shop here.
