Why do you keep asking me to call for verification?

Ebay does not allow me to buy or sell products. It required me to get a call to verify my account. So I got a called, entered the PIN and they said my phone number was verified, I can go back to Ebay and finish my job. But when I returned to Ebay it still required me to get a call a again. So I did the same thing over and over many times but Ebay still did not let me buy or sell or send messages. The same message was given every time I tried to bid or send a message to the seller. Now it said I have reach maximum number of call so I will have to wait. What is the meaning of this? Is there any errors in this? I have tried to log out and log in again many times but in vain. Has anyone got the same problem as I did? Please give  me some advice. Thank you
