Why did ebay increase, then decrease number of items allowed in watch list?

Recently the number of items allowed in my watch list increased substantially.  I added more items to the watch list.  

Now all of sudden, I have too many items and have to celete or move some of them (that are still active) to collections., one at a time.  

This inconvenience was created by ebay. 

Why can't watch list items be simply moved to a collection.

I feel betrayed.   

ebay's "help" wasn't at all helpful.
