Why cant we do discounts?

I like to do discounts on my items with free shipping but ebay won't let me! Buy more then one and you get a discount! But ebay charges me fees for the full price of each item and says I can't offer discounts! I have to refund the amount of the discount through paypal! I don't get reduced fees on that money and ebay say's the shopper still owes me! They need to resolve this. I'm not going to ship eleven seperate packages at the cost of $38.50 for what will ship in one for $7.00! I figure in shipping on the price of my items with free shipping and if a buyer buys eleven items they need some kind of discount and I should not have to pay fees on that $35.00 refund!
