I sold 6 items to the same buyer. I gave the buyer a discount for multiple purchases, plus a combined shipping discount. When I select refund buyer from the drop-down menu, on the next page I select my reason. I calculated the entire discount to be distributed throughout all items. When I click on the review refund button, it gives me an error to try back later. This has been going on since yesterday. I have enough money in my account to cover the entire order, but only refunding part of that! What kind of problem is this?

Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.

yes, I have more than enough to cover the refund. It still gives me the error message.

@bdatar64 Have you tried clearing your browser history and turning off any browser add ons? Sometimes add-ons have updates that don't agree with eBay.
Try another browser.
Try send refund from the drop down menu next to the order on this page if that's not where you are starting>

After that I am out of ideas. Your best option would be to contact eBay for Business on FB for assistance that way you don't have to deal with getting past the chat bots and the agents are more experienced.
