Why am I being charged for an item that didn't sell!?!?

I recently put a vehicle up for sale. Right at the very bottom before submitting, it states that I will be charged $40 "IF" the vehicle sells.

It didn't sell within the time frame, and I relisted it. And the relisted items says the exact same thing.

But lo and behold, I get my invoice for this month, and I'm being charged $40 for a "Special Duration Fee".  What in the world is that!?!?  I didn't selecting anything special in my listing. The only thing different I selected was I set the duration to 21 days instead of the default of 7 days.

So what is this "special duration fee"?!?!?

I'll ignore the "Picture Fee " for $0.15, even though I have no idea what that is all about either. That $40 fee is not acceptable, ESPECIALLY considering right at the bottom it said "ONLY" when the item sells I'd be charged $40!!!
