Why am I being charged a re-list fee for an auction where I have had a non-paying bidder?

I am really angry. Not only do I have to deal with the fact that I have had yet another non-paying bidder but when I go to re-list the auction that the non-paying bidder did not pay for I am being charged 30 cents to re-list it. THAT'S DOUBLE BILLING BY EBAY! I already paid my 30 cents to list it the first time or it counted as one of my free auctions. It was not my fault the bidder did not pay. The same is true when a buyer asks to cancel a winning  auction bid. I have to pay to re-list that auction also. This is not fair to us as sellers and Ebay needs to rectify this sutuation immediately!
