What actually happens when you report a "keyword spammer?" Nothing???

I won't get into specifics about what I usually search for and how people lie about their items to show up in my search results. But there are generally a few hundred items that show up in my search results. A few hundred. The spammers have made it so that I will literally have almost 3000 things show up in my searches. But still, just a few hundred of those are applicable to what I searched for.
I thought it was just a few annoying sellers, but I've noticed that many are now putting several keywords (many of which actually contradict each other) in the titles for absolutely no reason other than to waste the buyer's time. You're looking for a black leather jacket? They 're selling a white cotton sweater, but the words "black," "leather" and "jacket" will all be in their listing's title. Likely in all caps. I'm not going to just change my mind and suddenly consider buying the cotton sweater just because it showed up in my search results.
But no matter how many times you report someone, if no one buys one of the items with wildly inaccurate descriptions, they will put it right back up for sale. With the same shady unrelated keywords that they'd used before. I don't think some of them even think that saying something is an "x" when it is really a "y" is even wrong. And the buyers who are fooled by someone doing that kind of thing... Would they really be fooled into thinking that if someone brought them lunch that was shrimp in a box with Long John Silver's printed on it was chicken just because they you told them it was KFC? I wish I was making this up, but I'm not. So many people are describing so many things flat out incorrectly. When did this kind of thing become so rampant? I've bought stuff through eBay for going on 20-years now and I didn't have to deal with this kind of dishonesty (or ignorance) back in the day.
I feel kind of guilty for reporting things like I'm just causing trouble for someone for no reason. But I'm sick of having to dig through hundreds and hundreds of search results to find the few things that should have been the only search results. I'm sorry if this seems like a long and unnecessary rant, but my last search had 2500 results that included very few of the things I'd actually searched for.
