We can't process your payment?!

I am having issues paying for items including labels, just a few days ago it occurred again, then the gateway worked without issue, now it is doing it again.  I am using PP and they told me the complication is with the merchant.


Is this a tech issue? 

*I've yet to receive any notification via email   

*It seems my PayPal is in good standing order
