Was this a final value fee overcharge?

Hi! I was reviewing my recent invoice, and something looks like an overcharge. This item, a cd collection, sold for $38.00 plus $8.99 shipping. First, I was charged a final value fee of $5.64 (the price of the item plus shipping), but then I was charged an additional $1.08 final value fee for shipping. All my other charges look correct, but this item looked like a small overcharge; your thoughts?
