Black hat was not in shipment as they said. Say they don’t have the hat in emails, then said shipped, then say will ship when they receive. JUST LIES. NEED FULL REFUND. Seller in China not USA as said.
Were the 2 orders supposed to ship together?
Does your Purchase History show 2 separate orders to this seller?
If you didn't receive 1 order, open a case for non-delivery for that order.
If you paid for 2 orders together, open a Return Request.

BTW - The Item Location shows Calif - is that where it shipped from?
The seller is in China, but they can store inventory in U.S. warehouses, and show U.S. as the "item location". There is a difference.
