Variations

Do different eBay country sites have different variation categories?  Or does eBay add/remove variation categories at their whim?

I would like to list several Pokemon cards from a specific series in one variation listing.  Just like this listing:

But if I use the same categories (which make PERFECT sense), I cannot get the variation listing.  Does it have something to do with geographical location?

BTW, don't respond with "Save your draft then reopen it with ADVANCED options, and you'll find the VARIATION"  It doesn't work that way.  Either a category has a variation ability or it doesn't.  I just want to know why I can't use the same category as the above listing and create a variation?

The downside is that eBay then forces a seller to locate a variation category that is close (but not accurate).  The upside is that most buyers don't really care what the category is that the item is in, as long as it's the item they're looking for.  So why not allow all categories the ability to have variations?

Anyway, if someone knows the answer as to why some people can and some people can't have variations IN THE SAME CATEGORY, I'd love to hear it.
