Using reward points from my Discover card linked to PayPal

I have in the past been able to access my reward points to use them through PayPal, but for some reason I am not able to use my rewards on this particular auction.  I've called PayPal and Discover and they said to call Ebay, but of course you cannot contact a human through Ebay.  So frustrating.

I have a Discover card, and I use my points earned for purchases, to purchase gift cards that are offered by Discover.  I don't think you can use those points to make purchases on ebay or Paypal.
